Static cling on Lee dippers

I have a load of 5.1gr 231 behind a 130gr lhp for .357 so it works out perfect with the .5cc Lee dipper. Problem is the powder seems to stick to the dipper unless I tap it off. Is this normal? Anyone found a solution? I can still make my plinkers but my OCD is not happy

Time and use are your friends here. The more you use the dipper, the more it will be coated with graphite from the powder, and the less it will suffer from static cling. If you want to rush the process along you can use fabric spray - Cling Free is what we have around the house because my wife uses it for her dresses. Use it sparingly!!!
 
Wash the dipper with dish soap, dry completely. The rub it with your reloading powder until it is "dirty". It will leave a coating on it.
 
I am in NE Ohio where winters are low humidity and summers high humidity. The dry winter air results in more static cling be it in a dipper of my powder throws. Like most a simple drier fabric softener pad or just exhale a warm breath over the dipper. Also as mentioned more use and the static cling goes away. Yes, you are not alone. :)

Like Rule3 said, sometimes you can wash plastic stuff in a heavy detergent mix and not rinse it and get rid of static.
 
Dip them in powdered graphite (harmless with all powders) or wash them in soapy warm water (but do not rinse off soap film, just air dry upside down) and static is a distant memory

The static cling goes away from residual graphite left by many powders
 
I also wipe anything plastic down with used dryer sheets to minimize cling then cut them up in 1/4s and put them in my tumbler. My wife fills a empty Kleenex box with used dryer sheets then I take them out to the shop to use.
 
I loaded with dippers for many many years. Wash them with a simple dish detergent, and dry them well. Run a humidifier in your load room...static disappears at about 35 - 40 % RH. It will always be worse during extremely cold and dry periods. If you load in a garage or something in the winter, oddly, something like a buddy heater will kick the humidity up pretty quick, and keep you warm (propane exhausts water vapor).
