TC Contender scope problem?

I have a TC Contender with a Super 14 30-30 barrel and Bushnell Trophy 2-6x32 scope. When I went to fire it for the first time the other night, I ended up having to crank the elevation all the way up for it to get close to POA at 25yds. I bought everything used, so there's the possibility that it's all damaged goods, but I can't even determine where to start. The barrel's rifling looks great and the crown isn't obviously damaged. The scope is in nearly new condition with no obvious signs of abuse. The scope mount and rings are tight. The shots weren't all over the paper, just low.

Any ideas on what to look for?

Depending on how high the rings are you should be looking for about an inch to an inch and a half low at 25 yards for dead on at 100. How low are we talking about with the elevation adjustment centered?
 
Off the bottom of a standard sheet of paper. With the elevation turned up all the way, I was just barely hitting the center of the target.

The rings are low mount rings, the bottom of the front bell is about a quarter inch off the top of the barrel.

What kind of mount do you have-one or two piece?
Is it possible to put the mount on backwards?
Are the rings a matched set?
Can you swap another scope to try and isolate the problem?

1piece mount with two weaver rings
Dunno. It was on the barrel when I bought it.
The look identical to me.
no, this is the only handgun scope I have.

Chris, I would take the mount and rings off. I would measure them to see if there is a difference anywhere. If all looks to be the same measurements I would call the base/ring maker to see if it should be the same. If everything looks good I would send the scope in.

It is going to be a hassle but well worth it when you get it figured out.
 
I replaced the rings with Burris Zee rings (on sale at Dick's!). No change in elevation characteristics. I then shimmed the rear mount with a few layers of electrical tape. That fixed the problem and the gun proceeded to shoot several 5 shot, one hole groups at 50yds from sandbags (furthest distance I could shoot at my range).

So, no scope problem, I just needed to shim it a bit.
