Toughest Big Bore Jacketed Bullets

Remington SP, Nosler, Barnes, Hornady XTP, Speer all make great jacketed or copper bullets that will penetrate well.
As said though if you want to make sure the bone doesn't stop the bullet. A hard cast bullet is tough to beat.

I'd take a MO Cast Bullet Co. 240 "Keith" LSWC moving 1300 fps from my .44 Mag without a thought. The same way I'd take a 240 grain XTP @ 1450 fps. Either one would do the job. Even a 240 MO Cast Bullet Co. 240 "Keith" LSWC @ 1200 fps using Unique would penetrate a Black Bear. IMO.

A .41 has a higher sectional density, and will penetrate as well as a .44 Magnum.

My .32 H&R Magnum with a 100 grain XTP @ 1005 fps killed a whitetail deer. Dropped it. I shot it in the neck. DRT. The bullet did not completely penetrate, but opened up good, and gave a nice permanent cavity. Buy a few, and see which shoots the best from your gun.

I bet a Factory Winchester White Box .41 Mag SP, or a Remington .41 Mag SP would do fine.

I have a few of these loaded for if I ever find the need. These are some serious penetrating bullets. The story goes they shot through a tractor tire filled with two feet of water, and then exited out he other side. That is serious penetration.
