Legislative Update from Olympia 19 March 2004
2004 REGULAR SESSION ENDED MARCH 11th
THREE GUN-RELATED BILLS DELIVERED TO GOVERNOR
GOVERNOR HAS 30 DAYS TO ACT
Shortly before midnight on Thursday, 11 March, the legislature adjourned for the year. Unless called back for a special session (and none is anticipated at this time), they won’t go back into session until January 2005 – after the November elections. Remember, the outcome of the legislative session is a direct result of the people you elect to represent us in Olympia.
Three gun-related bills were delivered to the governor. On March 15th, Governor Locke signed HB 2473, a bill that would prohibit law enforcement officers charged with domestic violence offenses or the subject of certain restraining orders from carrying guns into courthouses. Awaiting the governor’s signature are SBs 6389 (airport gun restrictions) and 5083 (CPL reciprocity). The governor will likely sign 6389 some time in the coming week. Those were the easy one – mostly technical in nature.
SB 5083 (CPL reciprocity) is more of a political hot potato. In its amended, final passage version, the bill is fairly restrictive and meets the requirements the governor stated in his veto message when he vetoed HB 1408 back in 1998. We’ve been working with the governor’s policy advisor on this. A decision should be forthcoming in the next week or so. The governor has until mid-April to sign bills.
Should grassroots support be required to give the bill a “push,†a GOAL Alert will be posted. Remember in ANY communication to ANY elected official, courtesy and politeness are the watchwords.
