Legislative Update from Olympia 12 March 2004

2004 REGULAR SESSION ENDED THURSDAY NIGHT

ESB 5083: SENATE CONCURS IN HOUSE AMENDMENT

BILLS DELIVERED TO GOV. LOCKE

Shortly before midnight on Thursday, 11 March, the legislature adjourned for the year. Unless called back for a special session (and none is anticipated at this time), they won’t go back into session until January 2005 – after the November elections. Remember, the outcome of the legislative session is a direct result of the people you elect to represent us in Olympia.

On Tuesday, 9 March, the Senate concurred in the House amendment to SB5083 (CPL reciprocity. The final version of ESB 5083 is available at http://www.leg.wa.gov/pub/billinfo/2003-04/Senate/5075-5099/5083_pl_03092004.txt (.pdf version at http://www.leg.wa.gov/pub/billinfo/2003-04/Senate/5075-5099/5083_e_amh_judi_perr_052.pdf).
On Thursday, 11 March, the bill was delivered to Governor Locke. The governor has 30 days to do one of three things: sign the bill into law;
allow the bill to become law without his signature; or veto the bill.
I’ll be meeting with the governor’s staff some time next week to determine if he has any concerns about the bill. As soon as I get some feedback from the governor’s office, I’ll publish a GOAL Action Alert.

The governor now has three gun-related bills awaiting action: SB 2473 (DV cops in courthouses), SSB 6389 (guns in airports) and ESB 5083. The first two are primarily technical bills. The only substantive gun bill to come out of the 2004 legislative session is ESB 5083.
