Tuesday, 17 February, was chamber cut-off day, the day when bills that have not passed their original chamber (House or Senate) are considered dead for the session. HB 2493, clarifying CPL renewal dates and protecting individuals whose CPLs were recently expired, died in the House Rules Committee. SBs 5083 and 6389 are still in play, as are HBs 2473, 2600 and 2701.
Public hearings were conducted on ESB 5023 (CPL reciprocity) and SHB 2600 (restoring firearm rights in a guilty by insanity finding). Technical issues were raised with SHB 2600 which may require amendment in the Senate. Three people testified on ESB 5083, all in favor. The issue of “similar standards†was raised (ensuring out-of-state CPLs meet Washington’s standards). A similar standards provision would be a “poison pill†for reciprocity, as it would allow an unelected bureaucrat to determine who met our standard. Any requirements should be spelled out explicitly in the statutory language. I am awaiting proposed language to amend the bill. If necessary I’ll disseminate a GOAL Alert asking recipients to contact their legislators as appropriate.
Bills must clear their second chamber policy committee (House bills in the Senate, and Senate bills in the House) by 5 p.m. next Friday. Bills that do not pass out of the second chamber policy committee at that time will be considered dead.
At this time, a public hearing is scheduled in the House Judiciary Committee on SSB 6389 (airport restrictions) on Friday, 27 February at 1:30 p.m.
