What is wrong with this picture?

I saw this posted as news about a shooting, and the more i looked at the picture i realized there are a few things wrong with this picture. If i was the head of the police dep or the pictured officer's senior i would resign

I could be wrong, but the finger outside the trigger looks horribly Photoshopped... Seems too long, and bent backwards further than it should for how her grip is..

Makes me wonder if it is shopped
