My take, and by no means binding advice, lol

If I were constrained to one expenditure, it would be for either a new 1911 as you described, or I would buy a $1500 new hunting rifle that does what you want it to do.
I would NOT spend my allocated purchase on the upgrading an existing rifle. When it comes to rifles, $1500 will buy you a lot of rifle...a lot. I would much rather just spend the $1500 and get a new rifle. Personally I don't see the reason for customizing an old rifle like the 721 when you can have 2 guns, a nice old 721, and a nice new rifle from a semi-custom shop like Kimber or something similar, for the same money.

Just my $0.02

Guys let’s get back to the point not talking about my lovely bride nor mentioning the house we are building the honeymoon or the fact that we are trying to have kids soon as in 2020

So about the guns

Wishing you and the family a happy future, really comes down to what you want more, since I don't hunt a 1911 would be my choice although last year I got a nice vintage M700 .270 because it is a icon rifle.

You've listed some pretty important priorities so my advice is to not worry about the "one gun a year" rule and not get any gun(s) until you have had your honeymoon, built your house and have raised your kids.
Congratulations on the upcoming wedding and welcome to the world of marriage!

Another vote for the 1911. Later, would she even notice, if you refurbished the rifle?

So to say one last time I am “In charge of my Finances” We are open about the money we spend but for a couple of “Kids” just getting started we have to be smart about our spending so yes “We” agreed to me getting a new gun or fixing an old one

For whatever reason gun forums folks love to give unsolicited life advice with zero understanding of the particulars of any situation. Its always best to just smile and nod and do what works for you (congratulations! by the way)

For the pertinent question... VBob all the way, in my mind. My VBob is both my best 1911 (and holds it's own against the Wilson's and Nighthawks I've shot next to it), I always shoot my pistols a ton more than my rifles (YMMV).

Also, the note that the Valor being discontinued and potentially being a limited option, eventually, vs slicking up your rifle always being a possibility makes me lean that way as well.

Which one would you use the most? There, that answered that question!

Congratulations on the upcoming wedding! Way better than worrying about wich gun to buy! I voted rifle before I read your OP. A 721 is a great rifle, but dumping a bunch of money into one might not be the best investment. The dan wesson is a very nice pistol, and since you only have the baby glock, I'd say 1911. Save the rifle tune up for later...

neither, with marriage, new house and family plans you won’t have much time to enjoy either new toy and you will have more urgent needs on which to spend the bulk of that money. marriage has a way of changing priorities for you. however i do suggest a smaller gun puchase to scratch the itch: get a 22lr handgun that will be a fun way to introduce shooting to your new wife and future kids.

oh and put your wife’s purse and shoe budget on a similar diet.

id get both and throw in a third one also. you aren't married yet so they will be grandfathered in.
Howdy everybody so here is the situation

I am getting married in June my lovely bride has said I can get 1 gun this year so I have 2 options

Option 1) Dan Wesson Vbob 9mm duty treat yes I know they have been discontinued still want one
Roughly $1800

Option 2) Send my rem 721 in 30-06 off to Douglas to have it rebarreled to 6.5-06 then send it straight to fords for their master polish job yes I want a very pretty hunting rifle
Roughly $1500

For the pistol it is discontinued so they ain’t making any more so I’m leaning that way
The rifle will take time to get finished so what to do?

More importantly...does she know how many you're starting with? if the answer is yes...you're at a major disadvantage for the rest of your marriage:D
I think there's a third option here. You're not married yet, so a different girlfriend still remains a viable alternative, and then buy BOTH guns.
