About CeaseFire Maryland – working to free Maryland from gun violence
Welcome to the CeaseFire Maryland website. Our mission is to reduce gun violence in Maryland through education, grassroots advocacy and the promotion of sensible gun policies._

CeaseFire Maryland is the only statewide group working to free Maryland from gun violence and its consequences. CeaseFire Maryland says what we are about: ceasing the gunfire that kills over 650 Marylanders each year and injures countless others._


CeaseFire Maryland Board of Directors
CeaseFire Maryland’s nineteen-member Board of Directors represents a cross-section of Marylanders. Our board members represent victims of gun violence and the business, medical and legal communities. CeaseFire Maryland board members also represent Baltimore City, and Baltimore, Anne Arundel, Howard, Prince George’s and Montgomery Counties. Board committees are: Fund-raising, Education, Legislation, and Board Expansion.

Executive Board


Leah Barrett, Executive Director – Ms. Barrett has been Executive Director of CeaseFire Maryland since January, 2003. She is also Vice President of the Montgomery County Million Mom March. She lost her older brother to gun violence in 1997. Prior to living in Maryland, Ms. Barrett and her family lived fourteen years in London, UK, where she held a several executive positions. Her last nine years in London were spent as Corporate Communication and Environmental Affairs Director for Tetra Pak, Ltd, a Swedish packaging company. She has also worked for The Economist, McGraw-Hill and Data Resources, Inc. She holds a master’s degree in International Affairs and Russian from Columbia University._

Matthew C. Fenton, IV, President, CeaseFire Maryland, Inc. – Charter member, CeaseFire Maryland. Mr. Fenton is an engineer at Maryland MTA, and a longtime supporter of gun control legislation. He survived robbery and a head injury from a shooting in a 1980 attack. He currently chairs CeaseFire Maryland’s Legislative Committee and has served on the Handgun Roster Board. He also serves as Registrar of the Episcopal Church of the Holy Comforter, Lutherville, MD._

Fred Davis, President, CeaseFire Maryland Education Fund, Inc. – Charter member, CeaseFire Maryland. Mr. Davis is a retired meteorologist. He is chair of the Education Committee. He also serves on the Board of Belle Machre and the Community Services for Autistic Adults and Children and volunteers at the Viva House Soup Kitchen in Baltimore.

Samuel L. Frank, Vice President – Charter member, CeaseFire Maryland. Mr. Frank is President of A Frank & Sons, one of Baltimore’s oldest firms. He is chair of CeaseFire Maryland’s fundraising committee. He serves on many civic boards, including the Associated Jewish Charities.

Board of Directors

Stephen M. Block – Mr. Block is Legislative Counsel and Staff Attorney for the American Civil Liberties Union of the National Capital Area. A graduate of Yale Law School and the Kennedy School at Harvard, Steve spent 26 years in the Foreign Service of the State Department. He served on active duty with the US Navy. At the ACLU, Mr. Block monitors the work of the District of Columbia Council and the Councils of Montgomery and Prince George’s Counties in Maryland for legislative proposals with civil liberties issues. In addition, Mr. Block is a volunteer mediator for the D.C. Superior Court, Small Claims Division, and has served as an arbitrator for t he Foreign Service Grievance Board. He is a member of the Board of the D.C. Prisoners’ Legal Services Project._

Michael E. Countee – Mr. Countee was with the National Spinal Cord Injury Association (NSCIA) for several years and developed and directed a national program to address the sharp increase of violently acquired spinal cord injury (VASCI). He has lived and worked abroad in both Europe and Africa and holds BA and MA degrees from Ashford University in England.

Blair Ewing – Mr. Ewing is a former member and President of the Montgomery County Council, 1998-2002, and Chairman of its Health and Human Services Committee for the same four years. He is also a former member and President of the Montgomery County Board of Education, 1976-1998. Mr. Ewing is a member of the Montgomery County Chapter of the National Alliance for the Mentally Ill, a member of the Conservation Committee of the Audubon Naturalist Society and a member of the Million Mom March Chapter, Montgomery County. In addition, he is currently an Adjunct Professor in Political Science at Montgomery College.

Lisa Miller Delity – Ms. Delity is a music teacher in Prince George’s County. She is a member of CeaseFire Maryland’s education committee. In addition to volunteering on several committees at her school, she is also a Meals on Wheels volunteer. Ms Delity’s brother, FBI agent Mike Miller, was murdered by a criminal with a DC TEC-9 assault pistol._

Barbara Bonner Fosberg – Since graduating from American University law school, Ms. Fosberg has spent close to two decades as legal guardian for inner city children who are abused or neglected by their families. Barbara argues before the Courts on behalf of the children and as a result has been able to secure special education, psychiatric counseling and treatment and appropriate living arrangements for these children. She was named ‘Working Woman of the Year’ in 2001 by ABC Channel 7. Barbara has long been an advocate of sensible gun laws and believes that the abuse children suffer from guns must also be stopped._

Shannon Frattaroli – Ms Frattaroli is a researcher at the Johns Hopkins School of Public Health, Center for Gun Policy and Research in Baltimore. She holds a MPA and specializes in analyzing the implementation of existing gun laws in Maryland._

J. Alex Haller, MD – Dr Haller is a retired Professor of Pediatrics at Johns Hopkins Hospital. As a member of the legislative committee, Dr Haller has been instrumental in shaping CeaseFire Maryland’s legislative agenda over the years and is an effective spokesman for sensible gun control. He is a member of the American Academy of Pediatrics and the American Trauma Society._

Lois Hess – Charter Member, CeaseFire Maryland. Mrs. Hess is the mother of a son murdered by an escaped convict using an illegal handgun. She is a member of CeaseFire Maryland’s board expansion and legislative committees. She volunteers on behalf of victim’s rights and bereaved families. Mrs. Hess has served on the board of the national Brady Campaign._

Barbara Heyman – Ms Heyman is the former legislative analyst and lobbyist for Montgomery County government. She is a member of CeaseFire Maryland’s board expansion and legislative committees. She is the former president of the Montgomery County League of Women Voters.

Grace Huber – Charter Member, CeaseFire Maryland. Ms. Huber is the retired Project Director for seniors with the Maryland Citizen Action Coalition. She serves on CeaseFire Maryland’s board expansion and legislative committees. She is particularly concerned about violence in Baltimore and American attitudes about guns._

Marlene Leonard – Ms Leonard is a retired teacher from Howard County and active in community issues. She is a member of the CeaseFire Maryland education committee. Ms Leonard is past president of the Howard County National Council of Jewish Women, serves on the Board of Directors for the Howard County League of Women Voters and is a member of the Howard County Human Rights Commission._

Matt Nosanchuk – Mr. Nosanchuk is the Litigation Director and Legislative Counsel at the Violence Policy Center, a national nonprofit education organization that conducts research and public education on firearms violence. Prior to that, Mr. Nosanchuk was Senior Counsel in the Office of Policy Development where he advised former Attorney General Janet Reno on a wide range of gun issues from 1997-2000. He is the author of John Ashcroft: Year One, a report examining the first year of Attorney General John Ashcroft’s efforts to implement his pro-gun agenda at the Justice Department; he has also authored The Embarrassing Interpretation of the Second Amendment, an article published as part of a Second Amendment law review symposium, and Shot Full of Holes: Deconstructing John Ashcroft’s First Amendment, aVPC study. Mr. Nosanchuk received his undergraduate and law degrees from Stanford, where he was senior editor of the Stanford Law Review. He chairs the CeaseFire MD Legislative Committee.

Myra Patner – Ms. Patner spent twelve years as a senior reporter at the Gazette Newspapers (division of the Washington Post Company). Ms. Patner has won many national and regional journalism awards while at the Gazette, mostly for investigative reporting. She has a BA from Chatham College in Pittsburgh and a Master’s in Social Work from the University of Maryland._

Linda Plummer – Ms. Plummer is the immediate Past President of the Montgomery County NAACP, she is a board member of Mobile Med and the Wells Roberson House in the City of Gaithersburg. She was a candidate for the Maryland House of Delegates, in the District 17 primary election in 2002 and is a member of International Toastmasters, Inc._

Mike Pretl – Mr. Pretl is a former partner in the law firm of Pretl & Erwin, specializing in product liability. Past president of CeaseFire Maryland, he serves as Counsel for the organization. He is currently general counsel for the American Urological Association. As a community activist, he has been a president or an officer of the Northeast Community Organization, Baltimore Neighborhoods, Inc., the Kidney Foundation of Maryland, the Community Law Center, the Maryland Citizens’ Health Initiative, and the New Democratic Coalition._

Jeanne Ruddock – Ms. Ruddock has a long volunteer history with CeaseFire Maryland. She has been a member of the Towson Presbyterian Church since 1960 and has been active in mission and social justice issues; she serves on the Session (ruling body of the church). She has been a member of the Presbytery of Baltimore Peace and Justice Committee since 1990 and a member of the Public Policy Advocacy Team of the Presbytery of Baltimore for 12 years. She serves on the education committee.

Barry Solomon, MD – Dr. Solomon is Assistant Professor of Pediatrics in the Division of General Pediatrics & Adolescent Medicine at the Johns Hopkins University School of Medicine. He is also an Adjunct Faculty in the Center for Injury Research and Policy at the Johns Hopkins Bloomberg School of Public Health. He is an attending physician in the Harriet Lane Primary Care Center in the Johns Hopkins Hospital. Dr. Solomon is a Fellow of the American Academy of Pediatrics, a member of the Ambulatory Pediatric Association and a member of the American Public Health Association. He has also served on the policy and health advisory committees for Kennedy Krieger Institute Southeast Early Head Start.

Suzanne Waller – Ms. Waller works for the Howard County Clergy for Social Justice and is active in many community groups and activities. She is a member of the legislative committee and has been the chairperson for Peace Week in Howard County for a number of years._

Sonia Wills – Mrs. Wills joined the CeaseFire Maryland Board after her son, Conrad Johnson, was killed while standing on the steps of his bus on the morning of October 22nd, 2002. Conrad was the last victim of the Washington area snipers. Mrs. Wills became active with CeaseFire Maryland shortly thereafter, working hard during the 2003 General Assembly session to try to pass a state law banning assault weapons such as the Bushmaster AR-15 assault rifle that killed her son. Mrs. Wills received the David Clarke Hero Award at the 2003 Robert F. Kennedy-Martin Luther King, Jr. Ninth Annual Awards Dinner in Washington, D.C.
