No they aren't, because handgun hollowpoint bullets almost universally plug up with material if they hit a wall or furniture, whatever kind of intervening barrier, and act exactly the same as a comparable weight and velocity FMJ.
Hollowpoints only decrease penetration in materials very high in liquid content.
