Winch model 94 sight help

Ok so i have no idea where my elevator is for my rear sight. So i ordered one.

At 100 yards shooting at an 18 inch round steel plate aiming on center it shoots about 1 foot higher than the plate. So i lowered it all the way down. fired and it still shoots high. So then if i aim with the front sight just almost out of sight and aim lower than the plate it hits target right on.

So for sure its shooting high. I am thinking of filing down the bottom of the new elevator. this should lower the rear elevator to make it shoot lower. Is this correct.

I have a 1974 vintage Model 94.

Dad bought it off the rack for me.
It came with no rear sight elevator, and has never needed one.

You could file it, remove it, or replace the front sight with a higher one from Marbles.
