worth of a mistreted rem 1903a3

I was at the local gun shop yesterday and ran across a remington 1903a3, serial #39200xx. It looks to be a complete parts matching rifle ,BUT looks like someone took a dremel to the whole outside of the reciever... to remove rust? The stocks cut (very poorly) and the barrels rusty on the inside. (looks like surface rust, might be salvageable) Now, im looking at this rifle to be either a military rebuild project, or a custom rifle. (by me) i just dont know what the worth is of the action. My first question is the dremel job on the outside of the action. I dont think itll hurt anything, but im sure it erased all the value instantly. but i can refinish that no prob. the price tag was $450, i was gonna offer $100. Is that to much? Whats an okay condition action go for these days? Thanks guys, brian.
