No, but I've seen decapping tools very similar to that for picking out the primers from Berdan-primed rifle cases.
 
Glad I don't have to use them, looks a bit risky!
Nothing risky about it.

The pointy thing picks the fired primer out.
The flat punch pushes the new primer in.

Perfectly safe.

I think that's the one rcmodel uses:D

Looks cool, I love old tools and stuff.
