A petition isn't the right approach. Manufacturers don't make stuff they can't sell. You could probably contact a retailer such as Cabela's or Midway and try to convince them to order a special run from Leupold or another manufacturer. I'd bet any scope manufacturer would need a commitment to sell a minimum amount, around 500 would be my guess, in order for it to be profitable to them.
Ruger does this a lot and Smith & Wesson has in the past. If a distributor will place a large enough order they make some quirky things for the handful of guys who want them.

They went away for a reason---not likely to come back unless a bunch of guys have the desire to get a shiny new Model 700 BDL with white line spacers----I'd say, probably not going to happen.

They'll have to bring back glossy rifles first. For me, matte goes with everything but a glossy scope has to go on a gloss blued rifle.
Weaver did a run of polished and blued steel scopes a while back. Modern optical quality in a traditional package, and if they werent something like 500 bucks I probably would have bought one.They took the Camaro out for a while too. I think glossy scopes will be back at some point, or at least on retro vintage series that may run time from time.
What gets me is that I think the manufacturers of scopes decided to limit the amount of glossy scopes to change the desire of of them. I’ve worked in a gun store. Customers usually choose what is on display. No glossy to choose from turns into no desire for them. There are still nice rifles with high luster bluing.
