51% sign... when no C2-H6-O is being sold

So the red 51% sign that bars post bans both open and concealed carry right? Because the establishment makes more than 51% of it's revenue in sales of alcohol. Right?

So what about entering such an establishment that has a 51% sign WHEN NO SALES SUCH ARE HAPPNING? Ie: at breakfast time, when only food is being sold? Is there any allowance in the law for such things?
 
If anyone thinks that 51% means just at that moment rather than being based on the establishment overall revenue over time, send my authority backing that opinion up; and I'll re-open the thread.
