No I haven't. Both the pictured batch from 2023 and a batch from several years ago exhibit the same behavior. I think I'll do the same test on a bullet from a different manufacturer tomorrow.

Have seen the scraping with both a standard RCBS expander and a Lyman M expander.
Just seated and pulled a different brand Hi-Tek coated bullet. No observed scraping of the coating. But just a sample of one so far. I will be loading a few hundred of them in a few weeks.

I've had that problem with powder coated bullets like Blue Bullets, so I started seating and crimping in two different steps, but I don't think that's what your problem is, or the expander.
I think the others are right about the Hi-Tech coating is not adhering to the bullet for whatever reason.
