Boat flares -- what are the restrictions in Japan, England etc.

About 20 years ago, in a Chicago suburb, my oldest sister was at a filling station. She'd just started pumping, when she looked out at the street in time to see someone shoot a flare pistol from the window of a passing car.
It missed the pumps, but bounced against the building. Someone from the service bay (remember those?) came out with a fire extinguisher and made sure it went out safely. My sister gave a description of the car to the police and then drove home.
I still remember that her eyes were like this:

Well, of course the flare guns are inferior to the real deal. However, England and other nations have been having conniptions about converted replica guns, which presumably are just as inferior. Thus I'm curious about whether flare guns are regulated in nations with high levels of gun control.

I never had any doubt about you, Dischord. And I agree that it certainly would be in character for places like Japan and England to whip themselves into a frenzy over flare guns. I was just pointing out that anyone who fires a real shotgun shell in one will probably become unhappy.

no licence necessary if held on board ship as part of ship's equipment. Licence needed to acquire, though, and permit to remove from ship for storage or repair.
Police will be reluctant to grant, as they can be sleeved to take shotgun cartridges.

In Papua New Guinea it is the only type of weapon available. No permit or restrictions on flare guns and flares if I remember correctly.
