You're not thinking like a California anti-gun tyrant, although your New Jersey tyrants are cut from the same cloth. Never try to apply logic and common sense to their tyranny. Their goal is to make legal civilian gun ownership as expensive, inconvenient
and humiliating as possible. Dealing with the state's BOF (Bureau of Firearms branch of the CADOJ) to obtain a certificate of exemption (COE) so one can have ammo still shipped to their door without going through an FFL01
is a exercise in frustration and idiocy. Their website looks like it was designed by a Russian hacker circa 1978 and is about as logical and functional.

If they could figure out how to just bust down doors, shoot dogs and people in the process of grabbing every firearm, as their ATF idols do, they would. Since they can't yet get away with that, the mandate is to
pass hundreds of unconstitutional anti-gun laws and then make law abiding citizens jump through their idiotic hoops to stay legal until they have the political capital to just illegally disarm us.
