My wife and I have been there more than once.
You can't move. You go somewhere else, and a week later the scum move in again.
DO NOT MAKE FRIENDS WITH THEM. They need to know you're the guy who is quietly pleasant in passing but not interested in any kind of relationship. ("Mornin'" and in the door. "Afternoon" and in the car.) Then you're no threat, but you're not caught up in all their problems, either. You also "seem" to pay no attention to them. They'll ignore you, even when you lose patience and scream "Please stop!" one night.
Apartments generally have steel doors. Steel jams under the knobs (you can get them at Home Depot) and steel Jimmy Bars in the sliding doors make it hard for anyone to break in. If you don't know how to install Jimmy Bars, pay someone. Not the manager -- no reason to tell him even though you will drill holes into his property. Alternatively, just a wooden rod cut to fit so it jams the door shut from the inside -- that will do.
No one else does this. The point is that you no longer are an easy target. Any home invasions go to someone else's easy home. And believe me, they can and will kick in that industrial steel door if they want to.
Best advice from above is to drive to the police station and ask to speak with a narcotics officer. You might have to help a little, but you'll have some measure of control.
Finally, one the scum are out you need to make management aware of your displeasure so maybe, just maybe, they'll be more selective in the future.
