OP, I have a very old (Midway, pre-Frankford) vibratory tumbler... it's not that noisy as long as you have the bin full of media and not too much brass... it just hums away. If you are worried about sound through the floor, get a recycled rubber front door welcome mat, cut it in half, and set it on the two pieces of rubber stacked together... the dense rubber, made from recycled tires, is a huge sound damper. I use the same mats under pool pumps to dampen motor and harmonic noise.

I will caution you to separate the media outside or in a well ventilated area, or you can just pick the brass out (which is a pain.)
 
And yet another victim of the Internet Brass Cleaning Concoction Syndrome.There are more recipes out there than there are formulations for making moonshine,and not a one of them works as good as a tumbler with good media.
