FTF handguns sales in NC

Just moved to NC and not too familiar with the victim disarmament laws here. Is it "legal" for someone under 21 but over 18 to sell a handgun FTF to another NC resident with a NC CCW permit? The seller is a Mecklenburg country resident.
 
From the NRA site: "It is unlawful for any person under 18 to possess or carry a handgun." Doesn't seem to be any rules against ownership of a handgun by someone under 21, but over 18. If you can own a gun, you're probably allowed to sell it.
Here's another one, though, a possible monkey wrench:
"A license or permit must be obtained to purchase, sell, give away, transfer, inherit, or receive a handgun by applying to the county sheriff in which the purchase is to be made or where the receiver resides. A purchase permit is good for five years from the date of issue. Antique firearms are excepted. A law enforcement officer authorized to carry firearms, if the purchase is directly related to official duties, does not need a permit."
Sounds like you need a license even for a face-to-face. Not sure, though.
 
I think a permit is required but not certain. 21 is the magic age to own and selling implies ownership. Purchase permits are basically hassle free. They function as pre-done federal check tickets.

I suggest calling the Mecklenburg County's Sheriff (gun permit office) and ask. They are very helpful and polite. BTW, it is worth your effort to get a CCH permit since you can bypass the purchase permit.
 
I thought you didn't need a permit if its a private sale between individuals. Is this not correct?
 
Possession/ownership of handguns by people under 21 is an uncertain area of the law in North Carolina.
North Carolina law does not currently address specific age requirements for the purchase of weapons. Rather, they look to the federal standards for such restrictions. Under federal law, at 18 U.S.C. § 1922(b)(1), federally licensed gun dealers are prohibited from selling handguns to persons under the age of 21. Further, all other purchasers of shotguns and rifles are required to be at least 18 years old.

North Carolina General Statute § 14-269.7 provides that it is a misdemeanor for any person under the age of 18 to possess or carry a handgun.
It appears that it might be legal for someone under 21 to acquire a handgun from a source other than a licensed dealer, but I would not want to stake my future on that kind of interpretive assumption. Call and ask the local sheriff's office or the state attorney general's office to be sure.

Anyone who purchases a handgun must have a handgun purchase permit or a concealed handgun license - regardless of the source of the handgun.
