What is the paper work and back ground check procedure when purchasing a handgun from a dealer in Minnesota when the person buying the handgun is a Minnesota resident and has a Minnesota permit to carry?

If you have a carry license, you'll just need that and your ID. The dealer will have you fill out the federal form and send you on your way with your gun. You don't need to do any paperwork prior to going to the store.

In Minnesota the carry permit has absolutely nothing to do with/in the purchase process for firearms. The buyer will go into the store, provide proper photo ID that establishes residency such as a driver's license or state issued photo ID card and complete the form 4473. The dealer will call NICS (or state provided alternative) for the instant background check. If NICS says proceed, the dealer completes the form 4473 and the buyer walks out of the store with the gun.

In Minnesota you need a buyers permit or a carry permit and than you fill out the 4473

Either a permit to purchase or a carry permit are required to purchase a handgun in Minnesota.
Either is valid to do so and then the 4473 is required, once the 4473 is a go all that is required is the cash.
If nothing else the carry permit saves you some cash since the permit to purchase expires in 1 year, your carry permit is good for 5, thus with a permit to carry you only incur the cost of the Background check every 5 years as opposed to once a year.

My mistake. Thank you for the correction. I was only looking at the ATF site which lists carry permits which do/do not waive the NICS check and no Minnesota permit, according to the ATF, waives the NICS check.

There is no charge for a "Permit to Purchase" in Minnesota, good for one year. There is a maximum charge of $100 (which most counties charge) for a "Permit to Carry" which is good for five years and can be used for a "Permit to Purchase". As stated, a NICS check is still required.

Buyers permit free just takes 7days carry permit you need a $75 class and up plus $100 to get the carry permit from the local sheriff office.
