Friend of mine gave me 23 9mm cases recently. Headstamp is marked * usa *. Any idea who makes this?

I fully understand that there are a variety of reasons that one brand of fired brass will be despised by some. However, according to the attached video, stepped brass seems to be getting a bad rap.
