I'm a CA resident so I know what you're dealing with. I agree with those that suggested calling the DOJ. They've always been helpful with me. If you can't find a way to get a bill into your name that is acceptable to the FFL dealer (and the DOJ), then you might consider having a parent buy the weapon and transfer it to you via an "interfamilial transfer". There is a form for this on the DOJ website. You'll have to pay, I believe, $19 for the priviledge.
