Improvements Enhance Background-Check System
A 10-year status report from the FBI shows that improvements made to the
National Instant Criminal Background Check System (NICS) have been working
effectively in preventing felons and other dangerous individuals from
buying guns, the Criminal Justice Newsletter reported June 16.
According to the report, a $400-million grant from the National Criminal
History Improvement Program (NCHIP) has improved state and local
criminal-history records and other databases used in the background
checks.
The report found that the NICS was able to provide immediate
background-check responses to gun dealers 91 percent of the time, up from
71 percent in 2001.
System improvements have also reduced the number of retrievals, which are
conducted when the FBI finds out after the purchase that an individual is
ineligible to have a firearm. According to the report, retrievals declined
from 5,056 cases in 2000 to 3,429 cases in 2002.
"The improvements in the NICS system are helping make our country safer by
barring access to firearms by felons, illegal aliens, and others who
cannot legally own guns," said Attorney General John Ashcroft.
