Just How Dangerous?

I'm by no means a professional but I think its fine. The cut is very small and not much thinner than the flattened bottom portion of the cone or the cone on a larger bore caliber.

A forcing cone blowout isn't exactly a death defying event. Provided nobody is standing beside the cylinder.

I'd buy it if I loaded 32 caliber

Looks like someone was trying to drill the gun for a scope mount and screwed up.

A new barrel would fix the problem.

+1. Kind of looks like it's under the forward rear sight screw location to my eyes.
