I use Federal Magnum Match primers to load my .38Spl practice ammo all the time...but it's a pretty low pressure cartridge, has lots of room in the case, and I'm loading pretty light. I save my Federal Match primers for my competition ammo.
I've also loaded CCI magnum primers in 9mm practice rounds...again loading light, to just over 1000fps
The answer is yes and rework your loads for safety. I have mostly shifted to CCI small rifle primers for most loads where small primers are used. The only problem were a couple stryker fired pistols I own do not set those off reliably. Those still get SPP for reliability. YMMV
