Rep. McCarthy introduces this bill in every Congress and in every Congress, it gets shuttled off to a sub-Committee and therein it resides until the end of that Congress. Thus it dies and the process starts up with the new Congress.
I would refer readers of this forum to the Library of Congress' site for "Thomas" (as in Jefferson. . .) the Congressional Research service. You can search for any bill or resolution that was introduced in the House or Senate. Legislation can be searched from the 101st Congress through the current Congress, the 111th.
Putting in the research terms "McCarthy guns" I came back with the following bills and resolutions. I then searched for the legislative status of the bills and found that all were introduced and referred to the House Committee on the Judiciary, sub-committee on Crime, Terrorism and Homeland Security. There they died. No hearings, no statements from the Floor, no nothing. They died in committee.
Before we get our panties in a bunch, let's reserve our ire for legislation that actually has a chance of being acted upon.
The following are the results of the first 44 pieces of legislation that had Rep. McCarthy's name attached to them. The lady has the right to introduce legislation in the House that interests her. Given what happened to her and her family, I suspect that she has an honest interest in this type of legislation. I really cannot blame her.
However if it's something that the Democratic leadership has learned it is that they are going to suffer a major beat-down if they try to get behind any gun legislation. The Speaker of the House Nancy Pelosi and the Majority Leader of the Senate, Senator Reid, have both made is abundently clear (time and again) that they are not going to address gun legislation in this Congress.
Here's part of the list of Rep. McCarthy's bills:
