A dependable 22 is always good to have around ( IMO )
And if you work on your own guns, you can find them at Yard sales in restorable condition for as little a $5.00
I just finished a stock for a friends 22 Savage rifle made in 1933 that he bought at a yard sale for $5.00, and a friend gave me a Winchester 22 single shot that wasn't working, and it is now working and ready for me to reblue.
I like to have one for cheap shooting, teaching others like kids gun safety, and I wish I had the chance to do some Squirrel hunting or Bunny Busting.
 
Without having the time to read the entire thread, I apologize if this comment is late or out of place.

I know of several 98 actions that might be available for a project like yours. I thought of picking up a few for myself as I like the action, but I have moved into more... contemporary firearms (AR15, LR-308, Savage 10, and a lone 98 are awaiting my attention right now). As such they are there and waiting for someone to pick up and make into whatever their heart desires.

If original condition is not a concern, throw a ER Shaw barrel, Boyds stock, and optics/irons on it and go have fun. Might run you a few hundred depending on sight choice and how much work you need to have done for you.

I have a few caliber recommendations for you depending on your preferences. First, I like a 7x57 loaded to modern pressures. Awesome round with low recoil. The .257Roberts is if you are looking for a super light recoil with good power for most purposes. Mine currently pushes 100gr SPBT's to 3200fps. Though I have little experience with it the 6.5 Swiss would be an awesome round for the same reasons as the .257, but with better long rane bullets. And for a final mid length round the 8x57. More recoil than I like, but with the power to match. If you are looking short action rounds the .260Rem would be a great choice too.
