Just a thought, but wouldn't this potentionally accelerate the timeframe for some states to implement mandatory use of (whatever) technology becomes available for firearm sales in their states (thinking California, New Jersey, others?)
 
They are playing long ball here. Even if they do get "commitments" from some law enforcement agencies* to sign on to the project, years of product development and testing will result. That is, unless some agency decides that the Armatix iP1 is ready for prime time now...

In the report it said that San Francisco police chief committed already in Feb 2016.

And if the mandate is issued, will congress fight it or will it have to go before the courts? I'll bet congress will not really fight it.

Congress can "fight" anything it wants but without 67 votes in the Senate, it can't stop a single regulation written by the Administration. Congress has passed at least three Congressional Review Acts in 2016 banning regulations developed by the Administration. They have been vetoed. And without 67 votes in the Senate, there is no override of the veto.

The Senate needs 60 votes to pass a bill. McConnell cannot find 60 votes in opposition to virtually any measure proposed by the President. And come January 4th, we'll have 16 days with Obama as President and Chuck Schuner as Majority Leader, at which time, Obama's SCOTUS nominee will be confirmed despite McConnell's assertions to the contrary.

Coal got shut down by natural gas and fracking. Its cheaper to burn gas than it is coal.

Natural gas is cheap. But Obama Mercury rules that were vacated by the Supreme Court shut down 387 coal plants before the vacatur went into effect. 42 coal plants have been shut down due to absurd regional haze rules. Plenty of coal fired plants have been shut down by regulations and not switched to natural gas. If the Midwest has a very hot summer, Obamunist energy policy will be evident in brownouts. And when the EPA regs and OSM rules that have been passed with the sole intended effect of raising mining costs do so artificially, that makes gas artificially cheaper.

Make no mistake, Obama has put more coal miners, rail workers, equipment manufacturers, and other coal dependent jobs out of work than fracking by a long shot.
