Officer, Gunman Dead After Attack
FAIRFAX, Va. -- Michael Kennedy of Centreville, Va., fired at least 70 rounds as he walked through Sully District Police Station parking lot Monday afternoon, killing one officer and critically wounding another in a shootout with police.
"It looks to us that he was looking for as many victims as he could find," said Maj. Bob Callahan, commander of the Criminal Investigations Bureau of the Fairfax County Police Department, during an 11 a.m. news conference.
Callahan says Kennedy, 18, was armed with five pistols, an AK-47-style assault weapon and a long-barreled high powered hunting rifle as he worked his way through the parking lot firing at officers he encountered.
"He was very determined and he was targeting police officers," Callahan says.
But Callahan says investigators do not believe that the officers who were shot were specifically targeted.
Killed in the line of duty as she was responding to a carjacking -- a carjacking that involved Kennedy -- was Detective Vicky O. Armel, 40, who is the first Fairfax County police officer ever killed in the line of duty.
Armel, who was struck several times by gunfire, was the second officer whom Kennedy shot. The first remains in critical condition in Inova Fairfax Hospital with at least five gunshot wounds. Armel returned fire.
Police Chief Dave Rohrer says Armel acted with courage and "will be sorely missed."
Commonwealth's Attorney Robert Horan Jr. describes Armel as "a marvelous human being and a top-notch police officer."
"On the day she died, she was doing her job right to the end -- right to the last moment," Robert Horan says.
"The heroism involved was enormous," Horan said during the 11 a.m. news conference. "I really think we've come to expect that from the Fairfax Police and you can be proud of what they did yesterday under the most horrific conditions."

An autopsy being done Tuesday will determine whether Kennedy was killed by shots police fired or by his own weapons.
Police are asking Kennedy's parents to contact them. Anyone with information regarding the whereabouts of Kennedy's parents should call police at 703-246-7730.
"We feel confident they are aware of what happened. We do need to talk to them," Callahan says.
