I've read that there were ARMED Indian police on the scene who didn't do anything to stop the terrorists in Mumbai. I think India's problem is a little deeper than just the general populace not having guns. Those who did have them wouldn't even use them.

Yes,

from what I read there was a photographer taking pictures of the one terrorist they finally caught, and he was talking to a policeman nearby and the cop had a gun and the photographer was telling the cop to "shoot the guy -- he's a sitting duck!"

The cop didn't (wouldn't) shoot and instead the photographer shot pictures and stated he wished he would have had a gun instead of a camera, as that terrorist would have been taken out.

I'm not sure the message itself is going to work. There's a whole lot of good guys carrying guns in Iraq and death wish terrorist
still seem to be doing alright in their dirty work. Somehow I don't see one shaking in fear and taking up Christianity when a one eyed housewife points a pistol at him. If she has already identified a terrorist she is probably already dead.
Maybe simply showing her armed and a simple caption "This way you have a chance."
