SKS front sight & barrel cuts

The seller had no info on what happened to the front sight but there is a grove that looks like where it would sit but there is also another deep almost dremel like cut further up the barrel.

I have no previous experience with SKS's yet alone repair but its a Norinco. I had hopes on fixing it but after some research Im not finding any parts short of completely replacing the barrel nor can I make sense of what the previous owner was trying to do. Its a mag converted model but has all parts(as far as I can tell).

Is there any hope of finding a front sight for a quick fix or is my only way to replace the entire barrel assembly?
Would it be safe to use with that somewhat deep cut near the end of the barrel?

Im hoping to save it but if its more trouble than it's worth..

If your needing some elevation you may be able to use a sleeve. That would hide whats there. Do a thermal fit and/or loctite and it want move under normal conditions. You could also cut a dovetail if you have enough wall thickness.
