I have extra-large hands, and I grasp pistols as high as possible, leading to hammer bite with many other designs. With the Springfield, I was able to fire more than 200 rounds in a session before the skin broke and my hand became somewhat uncomfortable.

That statute doesn’t apply here at all.

all” the product has been made in America. That is, all significant parts, processing and labor

We’re talking about different things. These requirements do not derive from the statute referenced above.

Two Federal rules are in play here, 1) the ATF's requirements for marking firearms or frames imported into the US, and 2) these rules.thanks for the clarification, what statute does apply here?
