I'm pretty sure that they can be sold out of state by an FFL, and it looks like they can be passed on by bequest in state if the recipient can meet the Assault Weapon Certificate criteria, at least according to the original wording that I read this AM

All of that is correct as stated in the bill.
 
Did I read Sect. 24 (e)(7)(B) correctly to state that pistol magazines could not extend beyond the butt of the weapon, or is that an "and" rather than an "or" "have a capacity greater than 10" rounds?

Law certainly seemed imprecise for persons who might own more than one hand gun, more than one long-arm; more than one "aw"; and certainly not for those with more than one magazine. Almost reads like a person would need 4 photo ID on them, plus the CHL, and a DL. But, I could be reading that wrong.

Did like the clever thing they did with pre-ban magazines, though; they have to comply with the aw carry rules--no loaded and concealed, and only unloaded and locked in the car trunk. Means FA owners need to bring loading machines to the range.

Will be interesting to see if the forced registration of arms-using criminals goes through.
 
Yes, as I read it, extended mags in pistols will be illegal. They learned from NYS's stupidity and made sure the wording was correct and exempted LE and other agencies that use weapons for their jobs. I still wonder how you will registed your +10 magazines. Will it be a total number? By make and model? By gun? If I have 3 Hi Powers and each has 5 mags, will that be 15 BHP mags or is it 5 mags times 3? If I take only one out with
all 15 mags will it be illegal if I list it as 5x3? It's so stupid it ridiculous. I will be moving out of CT in the not-too-distant future because of this and I will let the govt know why I am leaving. They kept bragging at how they wanted the toughest laws on the books like it was a medal of glory. It's stupidly amazing. The news said it will be signed in to law today at noon. It's sickening.
 
Yup, it passed last night. Gov Malloy will be signing today. Registration and confiscation are on the way in CT. Lots of luck to the brothers and sisters behind enemy lines up there.
 
As we well know, more LAWS are NOT the answer.
Until the Politicos insist on QUICK, MEANINGFUL and SEVERE punishment for comitted Gun Crimes, they may as well save their breath!
 
I was just in some of the gun shops here in CT. It was amazing. The clerks were literally just putting form 4473s on the counter and people were coming up and filling them out for guns they hadn't even taken out of the cases yet. They'd just put the forms out and sure enough people just came along and filled them out. It was a total frenzy.
 
I can only hope that those customers make the same effort to fill out voter registration cards.

Hopefully most of CT. residents that now own forbidden guns can move them to a safe haven until the courts hand down a ruling.

And, do not load it with more than 10 rounds, even at the range.

Ok, if I load two (2) Browning 1919 belts with exactly 10 rounds wach, put, but both of those in one ammo can racked on the putative 1919, would that create an illegal magazine?
Hmm, I'm not tough enough to go read back through all that misery again--what odds that dummy rounds assembled on disintegrating links are probably a "magazine' and illegal if >10 rounds--may have to tell the military vehicle collectors in CT.
 
So my kimber only holds 7 rounds. If I have a mag that holds 8 and extends from the bottom of the grip does that count? Or is it any gun that has an extended magazine over ten?

With suicide being a typical follow up to mass shootings, the politicians still need someone to punish. Might as well be all of us, since they can't punish the dead bad guy.
 
(7) Pursuant to a valid permit to carry a pistol or revolver, provided such large capacity magazine (A) is within a pistol or revolver that was lawfully possessed by the person prior to the effective date of this section, (B) does not extend beyond the bottom of the pistol grip, and (C) contains not more than ten bullets.

Seems like it has to be able to hold more than 10 rounds if extended.
 
So, does anyone know how we're supposed to declare standard capacity magazines and AWs yet?

Neither the state police or DESPP has a clue, they've been called a number of times today by people looking for answers.

Gotta keep in line with the "pass laws first, ask questions later" mantra.
 
<rubs forehead> I just sat there and tried to read that to find out, but after seeing 'effective date' multiple times, and my eyes blurring trying to FIND the effective date...hopefully someone can answer my question.

My father has a CZ VZ61 skorpion that WAS supposed to become mine, but we never got around to doing everything to transfer it. It definitely falls under the expanded definition of 'assault pistols', is it too late now for me to get this in my name?

That would seem to explain the lack of movement after Colorado (granted, it wasn't little kids, but still). It's almost like a belief in Demonic possesion, or something; the capacity for evil stays in these guys while they're alive, where it can be safely tucked away in prison forever. Whereas if they die, the contagion flies away to sow evil in another :rolleyes:

The law was signed today. Was headline news here in CT. "hi cap mags" and the AWB are in effect immediately for being able to sell/buy them in state. If you have "hi cap" mags you have until Jan 01, 2014 to "register" them. If the CZ is not already in your possession then transferring it from today on is not going to happen in CT.
 
Figured...well, I get my degree in May, loved Vermont when I visited earlier this year...think it's about time to get a change of scenery. Even better if I do so before they make me 'register' my magazines.
 
The thing that gets me about "registering" the "hi cap" mags is we don't know what form will need to be filled out. For some reason, I don't see them asking you how may of these mags you have as in one total number. I think they will make you break it down my make and model and maybe even the serial# of the gun. My instincts tell me that this is a way of back door registration.

Does anyone here really think they'll accept:
"Under penalty of law, I swear I have 9 magazines with the maximum capacity of greater than 10 rounds.

Or will it be?
I have 2 +10 magazines for my XYZ model 12 rifle
I have 128 +10 magazines for my AWB model 15 rifle
I have 4 +10 magazines for my LMN pistol
etc?

How can they know if, in the future, you are found to have unregistered magazines if something happens and the police are involved unless they ask for specific mags for specific guns? This is really a dangerous law.
 
I am happy to report both my rep and senator voted "no" and good job to the dem senator who voted "no" (rural district, but still, way to go) I was going to run for senate if my guy voted "yes". I think I might have picked up a few votes in my district wearing a cape, a little eye mask and carrying a 45! No leotards. Now we have to sticky that list so we know who to help/not help in 2014. One of my neighbors is flying his gigantic "come and get them" flag tonight!

Agreed. And i can foresee problems if you have mags that work with multiple guns. ie. G-d forbid you are in a shooting and you've used a full sized M&P 9 magazine in an M&P9c, or a CX4 mag in your PX4, etc... then all of a sudden there is the question of whether you registered the magazine under the correct gun.
 
A guy I shoot with has a couple of different Taurus pistols that accept the same mags. The big mags hold more then ten, and stick out the bottom of the grip when inserted in the smaller gun. They do function fine in the smaller gun (sorry, they're not mine and I don't recall model numbers, 45 ACP double stack mags, maybe 24/7 or Millennium Pro?). Kind of like the Ruger SR9C, except the big mag doesn't have the plastic shell on the part that hangs out.

Luckily we're not in CT, but I suspect there are tons of guns by other manufacturers with the same feature. Would these mags, even if blocked to 10 rounds, be illegal if one owned the smaller gun also?
