California *used* to be the trend setter. When student reading scores went from number one in the US, to flat bottom -- many eyes were opened. The central and southern south (not the southeast that has been polluted by northeasterners) seems to be the real trend setter these days. Think about it.

California is a trend setting state. Today we outlawed nechrophelia and the Governator signed it into law.
