HB 641 UPDATE: NRA-BACKED RIGHT TO CARRY REFORM BILL LANGUISHING IN HOUSE JUDICIARY COMMITTE

There are only nine days left in 60-day session of the New Mexico Legislature.

It's that time of year when alot of back-room negotiations and deals are being cut on all kinds of legislation. Some of that type of activity is apparently negatively impacting HB 641, the NRA-backed Right To Carry Reform bill that lowers the minimum age requirement for a Concealed Handgun License to 21, gives DPS the authority to negotiate reciprocal agreements with other states, and makes several other improvements to the law.

Rep. John Heaton, the sponsor of HB 641, had been told several times over the past week that the bill would be heard and voted on by the House Judiciary Committee -- only to be told later that it would be delayed, again and again.

Unless House Judiciary Committee Chairman Joe Cervantes (D-Las Cruces) sets HB 641 on Friday's committee agenda AND actually brings the bill up for consideration, there will not be enough time to pass this important measure this session.

Please call Rep. Joe Cervantes TODAY at (505) 986-4411 and urge him to SET AND HEAR HB 641 in House Judiciary Committee this FRIDAY, MARCH 11.
At this point in time, he controls the destiny of this bill.

ATTENTION NEW MEXICO NRA MEMBERS: RIGHT TO CARRY REFORM ON THE MOVE AGAIN
(March 14, 2005)

Over the weekend, the House Judiciary Committee considered, and reported out, HB 641, the NRA-backed Right To Carry Reform bill sponsored by Rep. John Heaton (D-Carlsbad).

HB 641 lowers the minimum age for a Concealed Handgun License from 25 to 21, gives DPS the authority to negotiate reciprocal agreements with certain other states, streamlines the caliber-specific training requirement for semi-automatic handguns and revolvers (so that you can carry any caliber lower than the caliber with which you qualify), and extends the term of original and renewal licenses from 2 to 4 years (if you complete a two-hour safety and live-fire course requirement during the term of your 4-year license.)

HB 641 will likely be voted on by the full House on Tuesday, March 15. Please call your State Representatives and urge them to VOTE YES ON HB 641!

The Legislature is working late most nights this week, so don't hesitate to call your Representatives in Santa Fe after normal working hours.
 
I've actually talked to the Gov about it, and he seems pretty okay with signing it. But . . . I wonder what the conference committee will do with it. If it goes on a consent calendar, this could still get done.
 
you mean that currently a 21 year old CANT get a lisence to carry? WOW, im glad its 18 up here.

Thats just rediculous...what, dont they they think a 21 year old can handle it?
 
It passed in the state House.
Now it has to go to a semnate comittee to get approval, voted, passed etc. before it can go to the governor for signature.

We are only hafway there.

Erich, any idea which comittee will get it?

Yep, halfway there with three and a half days to go . . . :rolleyes:

Sam, probably SPAC (edited: that's "Senate Public Affairs Committee," to those of you who are lucky enough not to have to deal with this stuff).

The senate, btw, is much slower than the house. Hopefully this bill has a guardian angel, because the odds are not great.

By the way, have you guys seen the committee substitute for the bill? Renewal fees go up, there's some 2-hr course every 2 years, the licenses are good for 4 years, and you can only carry one gun at a time.

I'm not so sure I want it to pass in this form.
