Nice revolver. Looks to be a pre Model 27 5" but I am not sure. Those are the revolvers that attract me. They were very well built with pride in workmanship. Again, real nice there bushmaster.

Bingo.
1955 5" .357 with P.C. stocks off the internet and a Tyler T-grip.
This was used but not abused, encouraging me to do the same.

Just for giggles suppose i get a Scratched up 686 for 550$ (cheapest ive seen locally) and get cylinder and slide to do the following

SR004 - Action Job on K - L - N Frame (includes spring kit) $126.95
SR034 - Remove Hammer Spur $55.05
SR100 - Convert to Double Action Only $49.37
SR036 - Install Fixed Trigger Stop (hole not drilled completely through trigger) $54.20
SR024 - Radius and Bevel All External Corners - Edges and Front of Cylinder $94.21
SR012 - Bead Blast Refinish Stainless Revolver $83.43
Total $463.21

comes in close to the 1000$ budget (id keep 2-300$ for any problems they find and contigencies)

It's an option, if it's the gun you want. But be aware you'll not likely get your money back if/when you sell it. And make sure the gun's generally in good shape before having the work done.

SR035 & SR100 seem redundant, and SR036, SR024 & SR012 do nothing to improve the function of the gun itself, so personally, I'd skip those and instead have the charge holes chamfered, forcing cone recut, the muzzle re-crowned, and a better front sight installed. If the front sight's not pinned, I'd have them install a Weigand interchangeable sight base, and your front sight of choice. And if they're going to re-crown & install a sight base, you might as well have them cut the barrel to your desired length beforehand.
