Physicians. Tobacco companies. Silicone implant manufacturers.

Nobody is claiming that doctors or silicon breast implant manufacturers should never be in business in the first place. And tobacco has an enormously wealthy lobby to protect it, as well as states full of very, very friendly politicians.
