I know that in 1986 in the FBI Maimi Shootout the handgun that finally ended the gun fight was a model 13 with 158 LSWCHP +P round by Winchester. This was the revolver most agents were using. But the FBI were slowing going to second generation S&W 659s.

At the time I can see where a 4" Police Positive would have been a good choice. The 38 Spl was considered to be an adequate load for law enforcement. The Colt Police Positive was light and easier to carry that either the Colt Official Police or the S&W M&P and it was chambered for the .38 Spl. Something that would have been important to an investigator back then.
Here is the 3" S&W Model 13. Used in the eighties. The last revolver that the F.B.I. authorized. See Silence of the Lambs. One was used by Jodie Foster's character at the climax when she took down the serial killer Buffalo Bill. It can also be seen in the Don Johnson movie Dead Bang being used by an F.B.I. agent.
