Which is the best loctite for the set-screws on picatinny scope rings? I'm guessing the Blue 242, but wondering what everyone else is using.

I don't use any type of thread locker on scope rings, just torque them to specs. I use Blue 242 on scope base screws only.

Never use Red Loctite on small screws (1/4" or smaller) or on anything that is heat sensitive.

Vibra-Tite. Way less expensive, does the same thing, comes in little packets so less is lost to storage time.

And I use it on every small screw I touch; if I'm not sure I can torque it enough to stretch the fastener a bit, it gets a dab.

For mounting bases to the rifle, with clean threads use Loctite blue 242 or Vibratite (sp). For rings use nothing, clean threads only, for rings to bases, again, nothing, clean threads. Use a torque wrench/torque driver.

I really like the Vibra-Tite too.

I also use purple thread locker on many things. It really depends on what's closest to my hand when I need it.

Scope bases I use the blue and on the rings I just torque them down to whatever a manufacturer suggest. In both cases I clean the threads thoroughly usually with a few drops of isopropanol alcohol on a swab (Q-tip).
