Are WLP primers a hybrid between standard and magnum primers?

It seems a lot of max load data for H110, 296 and the like either call for magnum primers or WLP primers.

Similar loads from different sources for instance. One says "must use magnum primer". The other uses WLP.

Or does it just depend on how cold it is outside?

My guess is that Winchester didn't want to have to manufacture and warehouse yet another primer type, like a magnum pistol primer, so they made their standard primers hotter and with a stronger cup than other standard primers. Winchester pistol powders are also mostly ball type, so they really didn't need a standard strength primer for their own ammo production.

Temperature does make a difference is igniting the main powder charge, but the type of powder has more of an effect. Heavily coated powders like most ball powders (example H110/W296) take a hotter primer to burn through the deterent coating and properly ignite the powder. Very fast powders with light to no coatings like Bullseye or Universal are much easier to ignite so you don't need as powerful a primer.

ALL OF YOUR CONJECTURE IS TOTALLY INCORRECT.

The current WLP large pistol primer is the old W-W 7M111F large pistol magnum primer. W-W found out it worked just fine with standard pistol cartridges, as well as the magnum pistol cartridges obviously , and dropped their standard pistol primers.

But if you look on Winchester's powder website, the data for the 44 mag. calls for a Remington magnum primer. I have always been told that WLP primers were the same as magnum primers, but the data on their site would points to that not being true.

I looked into Remington primers on their website and this is what I found, They don't list magnum primers in large or small pistol, but they list two small pistol primers ( 1 1/2 and 5 1/2 ). I had always assumed that the "1/2" meant magnum As the "50" in the CCIs means magnum primer.
This is Remingtons primer listing from their website. I'm now glad that I have always used CCI and Winchester primers.
