Would universal background check require a photo I.D.?

FOID cards and similar ID's are an attempt to fix a problem that does exist. Efficacy is another question.
If a FOID is the answer, it was one incredibly stupid question, since they obviously do zero to reduce crime. Once again I thank The Good Lord Above that I live in Free AZ.
Here the state takes the position that you the private seller are responsible for who you sell to, and if you sell to a prohibited person, well, that's on you, and you will face the jury over it. It's worked pretty well for over 100 years.

Do the people who propose universal background checks (who just happen to be the same people who oppose voter I.D.'s) insist on photo I.D.'s to exercise the franchise under the 2nd Amendment?
Two forms of ID are required now plus US passport if one is buying assult-style weapon. Obviously not requiring valid picture ID from the purchaser would be absurd beyond belief.

I have to lend my opinion with the others - If the violent crime and murder rate has been dropping for over 20 years to where we have the lowest rate of firearms related murders in a generation AND if there are plenty of states that have lower rates of murder than IL there is no problem that a FOID card is trying to fix. Rates are lower in states without this requirement or higher, rates nationally have been dropping for a generation, so there's no problem to be solved by a FOID.

On the original topic, whatever is required for a 4473 is what will probably be required, BUT we still don't know what is going to be in the language of the legislation.

If "THEY" are smart they'll simply create a new form without the firearm info to verify the purchaser isn't a prohibited person.

If "THEY" are very smart, they'll exempt carry permit holders from this as automatically qualifying as not being a prohibited person. That last move will rob a lot of opposition to Universal Background Checks.

Pablo - agreed on your last sentence but where do you need two forms of ID and a passort to buy a sporting rifle? Most Americans don't even have a passport and I have always been asked only for my FDL when purchasing from a licensed dealer...or am I missing some obvious sarcasm here...:(

I would have to hazard a guess that it may be state/region specific - last time I bought a Modern Sporting Rifle i used my AZ driver's license.
