Yes it does. Trust me on this; I've lived in Alaska for 11 years. You cannot get ammo shipped up here without paying a hazmat fee.
FedEx charges an $86 dollar surcharge hazmat fee, on loaded ammo.
USPS will not ship ammo at all. At any price.
Most online retailers will not ship ammo to Alaska. At all. At any price. Even to those who are willing to pay.
Graf&Sons will ship to Alaska. For an added fee. I once bought some Fiocchi Tundra non-toxic, non steel shotshells for my vintage 1930's Winchester shotguns...when I added in the hazmat shipping fee, it came out to around $6 per shell.
I would think that would mostly obliterate a grouse. If you could even hit one with it. Besides, I have a 30-30 lever gun. Pretty close in bullet performance. Besides, I have absolutely zero desire to own/carry those kinds of guns. (SKS, AK, Mosin etc.) I also have no desire to own/carry an AR. Fine with me if you like them. I don't enjoy them.
