Can a private person buy a handgun from an ajoining state if he goes to that state to purchase it. Say I go to AZ from NM to buy a handgun from an FFL or from a private individual, is it legal to do so?
I thought laws were changed to allow it. Am I wrong?

No, handguns can only be purchased in your state of residency. To buy an out of state handgun legally, you would have to have it shipped to an FFL in your state who would handle the transfer.

What if you took it to an FFL in your state and had it registered?

You can't "take" it to an FFL in your state because you can't get possession of it (legally) in the first place. If you want to buy a handgun from another state, it MUST be through a dealer in your home state. Many dealers in your home state would be glad to handle the transfer and paperwork process for a small fee (usually around $25 to $35) plus the shipping cost (about $25).

Buying Handguns Out of State

I have been intimately associated with this as I'm an FFL in Arizona. If you can fill in the residence line (asks your state of residence) with the word "Arizona" you are well on your way. Next problem is you will need an Arizona I.D. Card with an Arizona residence address on it. This does happen from time to time, the last item (which usually kills the whole sale) is the background check phone call. See the Feds will know that if you are an AZ resident then you just now became one and they will usually delay the transaction for 4 business days.
