The state does not typically issue a CCW license, a county does. You must file with the county for one (or more precisely the Sheriff or Chief of Police, and Police Chiefs typically don't issue them, just some sheriffs.)
Those county issued licenses are valid in the entire state, including in all the anti-gun counties that do not issue licenses to commoners.

However a person can only apply in a county they are a resident with the county they are a resident of, and the counties with the majority of the state's population, including most coastal counties, do not issue CCW licenses very often.
So someone from some sparsely populated inland county can obtain their license, take a trip to San Francisco, and freely carry there and in the entire state, but a San Francisco resident could never carry in the same places because they would never be issued a license from their own county.

This creates a situation where tourists from some parts of the state (state is about 200 miles wide and much longer) can carry in many places where residents never could. Like an inland county family could take a road trip or vacation to the beach, and adults carry loaded concealed guns, while the local residents would be breaking the law and have to remain disarmed.
