But the congress is what makes laws in America not the BATF.

We all know that.

But as it stand the frame/receiver rule change is in effect until it is either a court rules it unconstitutional or Congress passes a law to do away with the rule change. And as it stands anything thing that the ATF considers a frame or receiver must be serialized and this includes the '80%" frames and receivers even though they are not functioning firearms.

Federally and probably temporarily, the ATF has been blocked from enforcing their receiver rule.

Hopefully enforcement of other "ghost gun" laws at the state level will fall apart as well.

Nope. In America law is made primarily by the bureaucracy as the 4th branch of government. The executive and judicial branches also make a significant amount of law. Congress has made relatively little law for the last 40 years or so.
The story they teach in school is a lie.
