Considering sending in the paperwork for a C&R type FFL. Can a C&R FFL ship guns through US mail the same as a a type 01 FFL or are they still restricted to UPS/Fedex overnight shipping?

Thanx in advance,

Sleepy

Only a 001 FFL DEALER can ship handguns via the U.S. mail.

Sucks.

The C&R doesn't affect what shipping mode is legal to use. It only allows you to receive C&R guns from out of state through the same shipping means available to non-licensees.

You are still restricted to Fedex and UPS for handguns. US Mail has regulations against it unless you are an 01 FFL holder. Still, it will save you money in transfer fees, and some dealers are more than happy to take a C&R FFL as they don't have to do the call-in. They just take your FFL and file it away with a copy of the receipt.

FWIW, I was told by a postal inspector that there is no real reason for not allowing an 03 licensee to mail a C&R handgun; it is just that USPS has never gotten around to updating their regulations (the C&R license has only been around since 1968) and doesn't want to get heat from the antis in Congress if they do so.

I may be wrong on this point, but I believe the whole FFL dealer thing started with passage of the 1968 Gun Control Act. As a kid, I inquired about becoming a dealer and the form as I recall had nothing on it relating to a FFL number.

Unless you buy a lot of firearms or you attend a lot of gun shows out of state, I suspect it is easier to just go through a regular dealer. You have to log in all the guns purchased through the license. Selling would be more difficult as you would be selling as a dealer at that point.
