Most of the Sheep range is on Public Lands. These Lands Nationally are paid for and supported by the American Tax payers. How many working Americans could participate in the sport?

Only those who draw a tag. The auction tags are very limited and provide substantial benefits to sheep and sheep habitat. These auction tags are an excellent program.
 
A fair number of guzzlers have been built via the $$$$$ from successful bidders. A lot of the habitat is adequate for food, but short on water.

In Texas, many of the sheep have left the sanctuary areas (Elephant Mountain, south of Alpine, e.g.) and are now on private ranches. They'll likely move west from the Big Bend Ranch State Park, also.
