AFAIK, this does not require the actual text of the ruling to be finalized.
Here is the question: I have several AR-Lowers (or AK for that matter) and several AR Uppers. The lowers are both 'rifle' lowers with conventional stocks and 'pistol' lowers with braces. I have one pistol lower without a brace. The uppers are both rifle uppers with 16+ " barrels as well as pistol uppers with sub 16" barrels. All pistol uppers have red dots on them, no scopes. All rifle uppers have scopes. I do not have any NFA-approved items and I am not submitting NFA forms at this time.
The question is, in their disassembled form, am I legal ? Ie. I could obviously assemble SBR configurations which would be illegal. I could also assemble legal items (I do have one un-braced pistol lower). Does any of this make a difference ? Could I just leave everything unassembled and be legal ?
